AI Leap is a broad-based collaboration program

The launch of AI Leap has been supported by President Alar Karis, the Presidential Digital Advisory Council, the Minister of Education and Research and ministry representatives, the Ministry’s AI Council, several universities, and private-sector partners.

Thousands of people contribute to this co-creative program: schools and school leaders, teachers and students, educational psychologists, researchers in education, neuroscience, IT, and pedagogy, universities, technology and education experts, teacher and youth organizations, as well as entrepreneurs and technology companies.

AI Leap was created in response to an emerging crisis

AI Leap is not just about giving students new technology. It is a collaboration of thousands of teachers rethinking education in the age of AI, raising AI literacy across society, and advancing education through research-based development.

Widespread random use of AI tools

Problem

The use of AI applications in learning is widespread among Estonian students. This can hinder the their thinking and learning skills.

Solution

We help the education system adapt to this new reality: rethinking teaching and developing AI literacy.

Limitations of existing AI tools

Problem

Available AI tools are designed to boost productivity and provide ready-made answers. They are not based on scientific understanding of learning or psychology.

Solution

We develop learning-supportive AI tools in collaboration with neuro- and education scientists and tech companies – while continuously measuring and tracking their impact.

Teachers’ and schools’ needs

Probleem

Teachers and schools need support to foster learning skills in the age of AI, and to use quality AI tools effectively.

Solution

We create a teacher program that supports the formation of learning communities in schools to share best practices, and provides tips for diverse use of AI tools.

AI Leap is inspired by the Tiger Leap of 30 years ago, which provided computers to all schools, and laid the foundation for Estonia’s digital success story.

We intend to keep up our world-class education system, while finding new ways to support students’ learning skills – thus having the potential to become a global leader in developing learning applications and supporting teachers.

AI Leap and personal data protection

AI Leap is committed to ensuring the security of personal data. The compliance of AI Leap’s distributed licenses with data protection requirements is guaranteed in cooperation with the Data Protection Inspectorate, the Ministry of Education and Research, and legal experts in the field.

  • Through paid licenses, we ensure that teachers’ and students’ input texts and materials are not used for model training. Licenses for teachers, school leadership, IT support, and students do not grant access to other users’ conversations or personal data.
  • Metadata about users (e.g. usage time and frequency) is collected. Conversations and queries are stored for future reference (to enable “conversation memory”) but not for model training. Users can delete their conversation memory and request complete deletion of their data.
  • User accounts are created in line with standard security requirements.
  • All data is processed in accordance with the GDPR and Estonian national regulations. Both of our partners, OpenAI and Google, comply with GDPR and are considered secure environments for data protection, undergoing regular audited security reviews.
  • When creating and managing user accounts for AI tools, the data controller for teachers’ and students’ personal data is the school.
  • Currently, accounts are administered by members of the AI Leap Foundation operations team.

About the Foundation

The AI Leap educational innovation program is led by the AI Leap Foundation, whose board members are Andre Visse, Hannes Tamjärv, Kristi Vinter-Nemvalts, Linnar Viik, and Oleg Shvaikovsky.

The foundation’s daily activities are carried out by its team together with many partners – teachers, students, school leaders, youth organizations, researchers, and major tech companies.

The AI Leap Foundation’s articles of association were adopted on April 4, 2025.

The AI Leap Foundation is registered in the Estonian Education Information System as a continuing education provider (registration number 260848, valid from October 28, 2025).
